The Provisional flag is the first step to enable a ship to become Panamanian registry. Do not require the original or authenticated documents of the ship at this stage, the Legal representative may submit the application and submit a statement where undertakes to submit original documentation within a period of 30 days.
This request is made through forms, which should be filled and complete it with all required documentation. These forms must contain:
• Title Deed: duly register in the Public Register in the Republic of Panama, which can be:
• Certificate of Deletion issued by a competent authority from the country where the vessel is registered. This certificate should be duly legalized by means of apostille or by a Panamanian Consul.
• Document of Compliance (DOC). This certification should be issued by the Panamanian Administration or by an organization recognized by the Administration to the ship owning company.
• Safety Management Certificate (SMC) This certification should be issued by the Panamanian Administration or by an organization recognized by the Administration to the ship owning company.
• Tonnage Certificate issued by a Recognized authority in Panama with confirmation of it by the New York Office (SEGUMAR).
• If the vessel has 20 years of age, it must undergo through a special 20 years inspection. The inspection should be made by a duly authorized Panamanian Surveyor.
• The International Ship Security Certificate (ISSC) and the Continuous Synopsis
• Record (CSR). These documents are in regard to the entry into force of the International Ship Security and Port Facility Security Code (ISPS Code) on July 1, 2004. The ISPS Code requires that companies designate a Corporate Security Officer (CSO) for one or more ships and a Ship Security Officer (SSO) on each ship.
